HUD Inspection Failed. We Correct Every Deficiency and Pass First Re-Inspection.

A failed HUD housing quality standards inspection is not just a paperwork problem — it is a guaranteed rent stoppage that continues until every cited deficiency is corrected and the property passes re-inspection. In a Section 8 tenancy, a failed HUD inspection means the housing authority suspends payment from the date of the failed inspection — not from the date you find a contractor. Every day between the failed inspection and the re-inspection pass is a day of guaranteed rent that is not coming back. RCS Builders is a City of Phoenix approved vendor with extensive HUD housing quality standards experience — we assess Section 8 units against the specific HUD inspection criteria, correct every cited deficiency in the correct sequence, and coordinate the re-inspection. We know what HUD inspectors look for because we have been doing this work across Phoenix's municipal housing programs for over 30 years. We pass first re-inspection.

⚠️ A Failed HUD Inspection Stops Your Guaranteed Rent — Every Day Without a Re-Inspection Pass Is Lost Income

Section 8 landlords depend on guaranteed rent as the foundation of their rental income model. A HUD inspection failure suspends that guaranteed rent from the date of the failed inspection — and does not resume until the unit passes re-inspection. The housing authority does not backdate suspended payments to the day the deficiencies were corrected — they resume from the re-inspection pass date. Every week between the failed inspection and the re-inspection pass is a week of guaranteed income permanently lost. We respond to HUD inspection failures immediately — on-site assessment within 24 hours of your call, scope and timeline provided the same day, and work begun as fast as material availability and access allow. Speed is not optional when guaranteed rent is suspended.

HUD Inspection Categories

Every HUD Housing Quality Standards Inspection Category — What Inspectors Look For and What We Correct

HUD housing quality standards inspections cover 13 categories — and a deficiency in any category can result in a failed inspection. Here is every category and what common deficiencies look like in Greater Phoenix housing stock.

01
Life Safety — Smoke Detectors and Carbon Monoxide

Working smoke detectors in every required location — bedroom, hallway, and on every level — and carbon monoxide detectors where required by local code. Smoke detector deficiencies are among the most common HUD inspection failures in Phoenix housing stock. We replace all non-functional smoke and CO detectors, verify proper placement, and test all units before the re-inspection. This is a non-negotiable first-priority correction.

Most Common Failure · Non-Negotiable

02
Plumbing — Water Supply and Drainage

Functional hot and cold water at all fixtures, no active leaks under sinks or at toilet connections, functional toilet fill and flush, and proper drainage at all fixtures. Slow drains, running toilets, and under-sink leaks are common HUD plumbing deficiencies. All plumbing deficiencies corrected by licensed plumber where required.

Licensed Plumber

03
Electrical — Outlets, Panels, and GFCI

All outlets functional, no open junction boxes, GFCI protection at all required locations — bathrooms, kitchen, exterior — and no exposed wiring. GFCI deficiencies are extremely common in older Phoenix housing stock that has not been updated to current electrical standards. All electrical corrections performed by licensed electrician where required.

Licensed Electrician

04
Heating and Cooling

Functional heating and cooling systems capable of maintaining required interior temperatures. In Phoenix, functional cooling is a health and safety requirement — not a comfort preference. Any HVAC system that cannot maintain required temperatures is a failed inspection item. HVAC repairs and service coordinated with licensed HVAC technicians.

Phoenix Climate Critical

05
Structure and Roofing

No evidence of active water intrusion, no significant structural deficiencies, roof in acceptable condition without evidence of active leaks. Water staining on ceilings and walls indicates active or recent leaks — even old staining requires investigation to confirm the leak is resolved. We assess structural and roofing deficiencies and coordinate repairs before the re-inspection.

Roof and Water Intrusion

06
Windows and Doors

All windows functional — opening, closing, and locking as designed. All exterior doors functional, weathertight, and locking. Broken window glass replaced. Window screen requirements met where applicable. Door hardware functional and secure.

Function and Security

07
Site and Unit Condition

Unit in clean condition free of pest evidence, no significant holes in walls or ceilings, no hazardous conditions in the unit or on the site. Pest evidence requires coordination with licensed pest control — we document and coordinate pest control as part of the compliance scope where required.

Pest Coordination

08
Lead and Hazardous Materials

Properties built before 1978 may be subject to lead-based paint requirements under HUD housing quality standards. We identify lead-based paint concerns and coordinate with licensed lead abatement contractors where required. Asbestos concerns in properties with certain construction characteristics are identified and flagged for appropriate contractor coordination.

We notify the housing authority that deficiencies have been corrected and request the re-inspection. We are present at the re-inspection where required and address any additional items identified on the day.

We Handle the Re-Inspection

HUD Inspection Just Failed — Do These Things Right Now

Step 1

Get a copy of the full inspection report immediately

Request the complete HUD housing quality standards inspection report from the housing authority — not just the summary. The full report lists every deficiency with the specific standard that was not met. This report is what we assess the unit against.

Step 2

Call RCS Builders — (480) 204-9035 — immediately

Tell us the unit address and send us the inspection report by email or text. We schedule an on-site assessment within 24 hours of your call. Every day between the failed inspection and your call to us is a day of suspended guaranteed rent.

Step 3

Do not attempt to correct deficiencies yourself without knowing the standard

HUD housing quality standards deficiencies have specific correction requirements. A smoke detector installed in the wrong location does not pass re-inspection. A GFCI outlet replaced with a standard outlet does not pass re-inspection. Corrections that do not meet the specific HUD standard produce a second failed inspection and another round of suspended rent. Call us first.

Step 4

Notify your housing authority contact that corrections are underway

Contact your housing authority representative and let them know a licensed contractor is on site performing corrections. Some housing authorities will expedite re-inspection scheduling when they confirm a licensed contractor is actively working.

Questions & Answers

Section 8 & HUD Compliance — Frequently Asked Questions

  • Does a failed HUD inspection stop my Section 8 rent payments immediately?

Yes — a failed HUD housing quality standards inspection results in suspension of housing assistance payments from the date of the failed inspection until the unit passes re-inspection. The housing authority does not backdate suspended payments — they resume from the re-inspection pass date. Every day between the failed inspection and the re-inspection pass is a day of guaranteed rent permanently lost. Call us immediately when you receive a failed inspection report.

  • Can you guarantee a first re-inspection pass?

We cannot guarantee a result we do not control — the HUD inspector makes the final determination. What we can guarantee is that we correct every cited deficiency to the HUD housing quality standards specification, that we identify and correct any additional deficiencies we observe during our assessment that were not cited in the inspection report, and that we coordinate directly with the housing authority re-inspection process. In 30+ years of HUD compliance work in Greater Phoenix our first re-inspection pass rate is extremely high.

  • How quickly can you complete HUD compliance corrections?

It depends on the deficiency list. Life safety items — smoke detectors, CO detectors, GFCI outlets — are typically correctable within 1–2 days. Mechanical deficiencies — plumbing repairs, HVAC service, electrical corrections — typically take 3–5 days. Structural deficiencies — roof repairs, water intrusion corrections — may take 1–2 weeks. We provide a specific timeline after our on-site assessment.

  • Do you work with all Phoenix area housing authorities?

Yes — we work with the City of Phoenix Housing Department, the Maricopa County Housing Authority, Mesa Housing, Chandler Housing, Tempe Housing, and other Greater Phoenix municipal housing authorities. We are familiar with the specific inspection processes and documentation requirements of each authority.

  • What if the inspector identifies new deficiencies at the re-inspection that were not in the original report?

We address any new deficiencies identified at the re-inspection on the day of the inspection where possible. For deficiencies that require additional time or materials, we schedule a second re-inspection and correct them as quickly as possible. Our goal is always to pass re-inspection on the first visit — and when that is not possible, to minimize the number of visits required.

  • What is your standard turn timeline?

Standard condition units — normal wear, full repaint, flooring clean or replace, fixture touch-ups, and final cleaning — typically complete in 5–7 days. Enhanced condition units with damage or deferred maintenance items run 7–10 days. Significant damage turns run 10–21 days. We provide a specific timeline for your unit after the assessment.
