The Mitigation Is Done. Now It Needs to Be Rebuilt. That's Us.

Most restoration companies stop at mitigation — they extract, dry, clean, and stabilize, and then they leave. What comes next — the actual reconstruction of your home or business back to pre-loss condition — is a separate contractor, a separate contract, and a separate insurance coordination process that the mitigation company hands off without managing. That gap between the end of mitigation and the start of rebuild is where property owners get stuck, timelines extend, and insurance claims stall. RCS Builders closes that gap. We are a licensed general contractor and IICRC-certified restoration company under one roof — which means we handle the full lifecycle of every property damage event from first call through final inspection. Mitigation, reconstruction, and everything in between. One call. Done right.

⚠️ The Gap Between Mitigation and Rebuild Is Where Most Property Damage Recoveries Fall Apart

Here is what happens when a mitigation-only company handles your property damage event: they extract, dry, and demo — and then they generate a certificate of completion and move on. You are left with a property that is stabilized but not restored, an open insurance claim waiting on a rebuild estimate from a contractor you have not yet hired, and a timeline that has already been running for days or weeks while the mitigation phase completed. In Phoenix, where summer heat accelerates every secondary damage process and insurance carriers apply timeline pressure from the first adjuster contact, the gap between mitigation completion and rebuild commencement is the most expensive part of most property damage recoveries. RCS Builders eliminates the gap. We are the mitigation company and the rebuild contractor — the rebuild scope is being developed while the mitigation is still running.

Reconstruction Services

Every Reconstruction Service We Provide — Insurance Build-Back Through Large Loss Rebuild

Property damage reconstruction is not one service — it is a full construction project that begins where mitigation ends and finishes when your property is returned to pre-loss condition. Here is every reconstruction service we provide across Greater Phoenix.

01
Insurance Build-Back & Put-Back

The core of every property damage reconstruction — reinstalling and rebuilding all materials that were removed or damaged during the loss event and mitigation phase. Drywall, flooring, cabinetry, insulation, trim, paint, and all finish work rebuilt to pre-loss condition under one Xactimate estimate coordinated with your carrier. This is what the mitigation company cannot do — and what RCS Builders does on every job.

Core Service · All Perils

02
Post-Water Damage Reconstruction

After water extraction, structural drying, and demolition of water-damaged materials — the property needs to be rebuilt. Drywall, flooring, cabinetry, subfloor, insulation, and all finish work restored to pre-loss condition. We handle post-water reconstruction for every water damage event type across Greater Phoenix — supply line failures, appliance leaks, slab leaks, roof leaks, and storm flooding.

All Water Events

03
Post-Fire Damage Reconstruction

Fire damage reconstruction is the most complex rebuild scope in property restoration — structural framing, roofing, mechanical systems, and all finish work rebuilt after fire, smoke, and suppression water damage. We handle post-fire reconstruction from partial room rebuilds through total loss projects — under one license, one project manager, and one insurance claim.

Partial to Total Loss

04
Large Loss Reconstruction

Catastrophic damage events — major fires, severe flooding, structural collapse, and multi-unit losses — require reconstruction at a scale and complexity that most contractors cannot manage. We handle large loss reconstruction for residential, commercial, and multi-family properties across Greater Phoenix — with the project management infrastructure, subcontractor relationships, and insurance claim expertise that large loss events demand.

Catastrophic Events

05
Commercial Reconstruction

Commercial property reconstruction after fire, water, storm, or other damage events involves IBC code compliance, occupancy requirements, ADA compliance review, and permit complexity that exceeds residential reconstruction in every dimension. We manage commercial reconstruction across every property type — retail, office, warehouse, restaurant, multifamily, and institutional — under one licensed general contractor scope.

All Commercial Types

06
Structural Repair & Rebuild

Fire, water, and impact events that compromise structural framing — load-bearing walls, roof systems, floor assemblies, and foundations — require structural assessment, engineering where required, permitted reconstruction, and phased inspections before any finish work begins. We handle structural reconstruction for every damage type with full permit and inspection management throughout.

Why RCS Builders

One Contractor for Mitigation and Rebuild — Why It Changes Everything

The choice between a mitigation-only company and RCS Builders is not a style preference — it is a structural difference in how your recovery will run.

1

No Handoff Gap

When mitigation and reconstruction are two separate companies, there is always a gap between when the mitigation company leaves and when the rebuild contractor starts. That gap adds weeks to your timeline, costs you additional living expenses, and gives your insurance carrier time to complicate the claim. With RCS Builders, the rebuild scope is being developed while mitigation is still running — zero gap.

2

One Insurance Claim Contact

Two separate contractors means two separate insurance coordination relationships — the mitigation company fighting for the mitigation scope and a separate contractor fighting for the rebuild scope. Adjusters exploit this gap. With RCS Builders, one project manager handles both scopes under one Xactimate estimate — the adjuster deals with one point of contact for the complete loss.

3

Scope Continuity

When the mitigation company demos and the rebuild contractor inherits the project, there are always scope disputes — what was the pre-loss condition, what was demo'd that shouldn't have been, what was left that should have been removed. RCS Builders demos and rebuilds under one scope — what comes out and what goes back in are managed by the same team.

4

One License, One Accountability

Mitigation-only companies frequently are not licensed general contractors — they are IICRC-certified restoration companies without a GC license. They cannot pull building permits for structural repairs, cannot supervise subcontractors on permitted work, and cannot legally perform reconstruction above certain dollar thresholds in Arizona. RCS Builders holds both — IICRC certification and Arizona GC license. One contractor. Full scope. Full accountability.

How Reconstruction Works

The RCS Builders Reconstruction Process — From First Call Through Final Inspection

Step 1: Emergency response and mitigation

We respond to the damage event — extraction, board-up, structural stabilization, and emergency mitigation performed immediately. Mitigation and rebuild scopes developed concurrently from day one.

Step 2: Damage assessment and documentation

Full assessment of all damage — structural, mechanical, and finish. All materials that will be demolished documented before removal. Pre-demolition condition established for insurance claim.

Step 3: Demolition of damaged materials

Controlled demolition of all water, fire, smoke, and impact-damaged materials. Every demolished component documented and photographed before disposal. Concealed damage identified and documented during demolition phase.

Step 4: Xactimate estimate and adjuster coordination

Complete Xactimate estimate submitted covering full reconstruction scope — structural, mechanical coordination, and all finish work. Adjuster walk coordinated at the demoed structure — not at the finished surface. Supplements filed immediately when scope additions are identified.

Step 5: Permits and subcontractor coordination

All required building permits pulled — structural, electrical, plumbing, mechanical as applicable. Licensed subcontractors for all trade work engaged, scheduled, and supervised by RCS Builders project manager. Inspection plan coordinated with local building department.

Step 6: Structural rebuild and mechanical rough-in

New framing installed to current code. All mechanical rough-in — electrical, plumbing, HVAC — completed by licensed subcontractors. All rough inspections passed before insulation or drywall installation begins.

Step 7: Finish work and final inspection

Insulation, drywall, texture, paint, flooring, cabinetry, trim, and all finish trades completed. Final inspection passed. Property returned to pre-loss condition. Final claim documentation submitted.

Insurance Reconstruction Is What We're Built For. We Get Every Dollar Covered.

Every reconstruction project we manage is built around the insurance claim — because in almost every property damage event, insurance is paying for the rebuild. We use Xactimate — the industry-standard estimating platform used by every major carrier and their adjusters — for every reconstruction estimate. Our Xactimate estimates are formatted to match what adjusters review and approve, which means fewer revisions, faster approvals, and less friction throughout the rebuild. We supplement aggressively when adjusters underscope the reconstruction, fight for code upgrade requirements under ordinance and law coverage, and do not close a project until every covered dollar is in the estimate and approved.

  • Xactimate estimates — every reconstruction project
  • Pre-demolition condition documented before any material is removed
  • Concealed damage documented during demolition and supplemented
  • Code upgrade requirements identified and included
  • Permits and inspection costs included in estimate
  • Adjuster walk coordinated at demoed structure — not finished surface
  • Supplements filed immediately when scope additions identified
  • Works with all major Arizona homeowner's and commercial carriers

Questions & Answers

Reconstruction & Rebuild — Frequently Asked Questions

  • My mitigation company finished drying — what happens next?

The mitigation company's scope is complete — extraction, drying, and demo of damaged materials. What comes next is reconstruction — reinstalling everything that was removed and rebuilding everything that was damaged. That is a general contractor scope, not a mitigation company scope. If your mitigation company cannot perform the reconstruction, call us. We step into post-mitigation reconstruction projects regularly and manage the rebuild scope and insurance coordination from that point forward.

  • Can you handle reconstruction even if a different company did the mitigation?

Yes — we step into post-mitigation reconstruction projects regularly. We assess the demoed structure, develop the full reconstruction scope, coordinate with your insurance adjuster, and rebuild from the demoed condition through final inspection. The fact that a different company performed the mitigation does not affect our ability to manage the reconstruction.

  • Do I need a general contractor license for reconstruction work in Arizona?

Yes — structural repairs, permitted work, and reconstruction above certain dollar thresholds in Arizona require a licensed general contractor. Mitigation-only companies without a GC license cannot legally perform or supervise this work. RCS Builders holds an Arizona general contractor license — we pull permits, supervise all licensed subcontractors, and pass all required inspections throughout every reconstruction project.

  • How does reconstruction get paid through insurance?

Reconstruction costs are covered under your homeowner's or commercial property insurance policy as the cost to restore the property to pre-loss condition. We submit a complete Xactimate estimate to your carrier covering every component of the reconstruction scope. The carrier reviews and approves the estimate — typically with some negotiation on scope items — and issues payment directly to you or jointly to you and your mortgage holder. We manage the claim throughout.

  • How long does reconstruction take after mitigation is complete?

It depends on scope. A single-room water damage rebuild — drywall, flooring, paint — typically takes 1–2 weeks. A multi-room event runs 2–4 weeks. A kitchen or bathroom rebuild runs 3–5 weeks. Fire damage reconstruction with structural work runs 4–12 weeks depending on scope and permit timelines. Large loss events run 2–6 months. We provide a detailed project schedule at the start of every reconstruction project.

  • What is the difference between build-back and put-back?

They mean the same thing — both refer to the reconstruction phase of property damage restoration. Build-back and put-back are industry terms for reinstalling and rebuilding all materials that were removed or damaged during the loss event. Some carriers and adjusters use one term, some use the other. We use whichever term your carrier is using — the scope is identical.
